Dwight Schar is the owner and the person in control of Bella Collina, according to now-deleted statements made on the Bella Collina website and Facebook page. He decides who will be in the POA, and an established rumor says that he is also aware of everything that is going on in the community, according to Don Juravin, a resident of Bella Collina.

First amendment to the second amended and restated declaration of covenants, condition, and restrictions for Bella Collina
WHEREAS, Declarant and POA previously executed that certain Second Amended and Restated Declaration of Covenants, Conditions and Restrictions for Bella Collina, recorded April 18, 2005 in Official Records Book 2810, Page 722, of the Public Records of Lake County, Florida, as the same may be amended from time to time (collectively, the “CC&Rs “);
Bella Collina approved the Richard Arrighi and his Phoenix Companies to build in Bella Collina and no Bella Collina Real Estate to trying to sell the house.
In a counter lawsuit filed against PSR Developers, which is owned by Rick Scharich and Paul LeBreux, it’s alleged that the two were involved in a possible real estate scam.
The lot bought for $850,900 and sold for $100 after 3 years. Considering the cost of sale, Club dues, HOA, attorney fees and cost of money, I would assume the Bella Collina investor lost $900,000. A couple of years ago, it was sold for $27,500 only.
Don Juravin investigated the official Florida Property Appraiser and found no home or condo sales for the month of October in Bella Collina. Zero condo sales were also found for Siena at Bella Collina.
Dwight Schar, the owner of Bella Collina Florida, is involved in additional businesses like NVR, Inc. (NYSE: NVR) which sells under: Ryan Homes, NVHomes and Heartland Homes brands. It seems like all are under congressional investigation.
Paul Simonson, CPA for Dwight Schar, and employed by Dwight Schar’s network, is involved in three different companies that were found guilty in court for deceptive consumer practices.
